"Our United States team has arrived in North Korea to make arrangements for the Summit between Kim Jong Un and myself," said Donald Trump in a message on Twitter.
"Donald Trump's sudden and unilateral announcement to cancel the summit is something unexpected to us and we can not but feel great regret for it," Kim Kye Gwan said, while noting that North Korea remained open to resolving issues with Washington "regardless of ways at any time".
The Iran nuclear deal was signed between Iran and the P5 (the five permanent members of the UN Security Council) plus Germany and the European Union in Vienna in July 2015.
The United States and North Korea have been negotiating a summit between Trump and Kim to be held in May or June to broker a deal on Pyongyang's nuclear program.
Trump tweeted last month that he had selected Haspel to replace Mike Pompeo, who is being considered to be secretary of state. But the president had not sent the formal paperwork to Capitol Hill.

Trump and his daughter Ivanka were joined by senior Indian-American members of his administration, including US ambassador to the United Nations Nikki Haley and Administrator of Centers for Medicare and Medicaid Services Seema Verma.
The celebrations, which were led by Trump, was also attended Ajit Pai, Chairman of the US Federal Communications Commission and Raj Shah, Principal Deputy Press Secretary.
